PC doesn''t power on with 4 pin cpu connector plugged in

I''ve tested with a spare psu and still the same thing happens. I''ve taken everything out of the case and set the board on cardboard with just the cpu, cpu power connector and mainboard connector in. Still nothing. If I keep the 4 pin cpu power out, the pc turns on. If I plug it in while it''s on, it cuts out again.
